Actually, Little Billy was doing it correctly. It happens when a blue shell just appears in Mario Kart and puts you in last.

Some people really hate the blue shell, but if they got it they pratically marry it. Meh, you mostly only get the blue shell when you're in the last few places, since it homes in on the person in first, it doesn't really help you much, just the guy in 2nd.. |

I was playing mario kart 64 and my friend was in second, he saved it up and got in second, almost at the finish, he fired. I slowed quickly he overtook and the blue shell stopped and decimated him. As the explosion went off I merrily went by and passed the finish line.
